Which permission matches the product?

The Swedish regulator identifies commercial online gaming and betting under different chapters of the Gambling Act. Its application page distinguishes the categories and explains the fee treatment when applying for both at the same time.

List each intended product and map it to the relevant category. Do not let a platform’s combined “sports and casino” package determine the legal description. The commercial catalogue should follow the assessed permission scope.

What should the applicant prepare?

Build a consistent account of ownership, management, funding and the operating model. Use the regulator’s forms and current supporting instructions to decide which evidence is required.

For a Cyprus group, explain the role of the Cyprus entity separately from the player-facing operator. Record whether it provides development, management, funding or IP. Those arrangements should match intercompany contracts and the financial model.

• Reconcile controllers and management information across documents.
• Map platform, game and payment suppliers to their actual functions.
• Assign responsibility for Swedish customer protection and communications.
• Plan for required technical evidence and system configuration.

How should fees be handled?

Use the official application and supervision fee materials at the time of filing. Application fees and ongoing supervision charges are different items. A combined application rule does not mean every operating cost is combined or waived.

Prepare a total operating budget with staffing, testing, payment costs, support and regulatory reporting. Keep commercial estimates labelled as estimates, and preserve the source date for regulatory amounts. This prevents a historic application quote from becoming an inaccurate recurring-cost forecast.

What belongs in operational readiness?

Test the customer journey in the actual Swedish configuration. Check registration, account restrictions, communications, payments, complaints and the applicable exclusion arrangements. A platform that works in another country may need different controls here.

Create evidence that staff can handle exceptions, not only that the normal path succeeds. For example, test what happens when a restriction is imposed while a campaign is queued, or when a verification provider is unavailable. Record the response and any corrective action.

How should changes be managed?

The Swedish authority publishes procedures for changes in licences and suitability-related persons. Assign an owner to assess corporate and operational changes before they are treated as routine administration.

Keep a current licensed-state record: entities, people, products, domains, suppliers and technical versions. Compare proposed changes with that record. This gives the business a practical way to spot when a transaction or release may require regulatory attention.
